The plan includes several key deliverables that will be provided at various stages in the planning process. These are described in more detail below.
Public Involvement Plan
MIG will provide a final PIP that incorporates comments and suggestions from the MAP Committee and staff. The Scope of Work and the PIP will provide a roadmap for the project, but flexibility will be built into the process to allow for strategic changes in direction and/or the addition of key outreach efforts.
Existing Conditions Maps
MIG will develop a series of up to six (6) existing conditions maps depicting assets, issues, and opportunities in the McLoughlin Area. Maps will likely include land uses, major destinations, community nodes, major barriers, and opportunity sites.
Assets, Issues and Opportunities Summary Memo
MIG will develop an Assets, Issues, and Opportunities (AIO) Summary memo that will highlights relevant planning efforts, illustrates the assets and opportunities in a series of maps, and analyzes the issues and preferences drawn out of the Phase 2 community engagement efforts. Phase 2 maps will be updated and included with the summary memo.
Funding Options Summary Memo
This memo will provide an overview existing and potential funding sources for social, physical, and programmatic improvements in the study area based upon the unique characteristics of the McLoughlin Area.
Vision, Values & Principles Summary Memo
MIG will draft a vision, core values, and guiding principles for the McLoughlin Area Plan based upon the results of the Community Visioning Summit and input gathered throughout Phase 2. A summary memo will be provided to the MAP Committee and County staff to provide a starting point for discussions in the following task.
Project Types Summary Memo
MIG and ECONorthwest will work together with the County Staff and MAP Committee to develop project types with at least one specific example of a potential project within each category. The recommendations will be summarized in a memo brief for distribution and review by the County staff and MAP committee.
Boundary and Funding Alternatives Summary Memo
MIG and ECONorthwest will also work together with the County Staff and MAP Committee to develop a McLoughlin Area boundary and funding alternatives. Jurisdictional boundaries, project types, and funding sources are interdependent. The MIG Team will assess the pros and cons of various scenarios of these three key variables. The recommendations will be summarized in a memo brief for distribution and review by the County staff and MAP committee.
Draft McLoughlin Area Plan Framework
The MIG Team will prepare a draft McLoughlin Area Plan Framework for review by the MAP Committee and County staff. The Plan Framework will provide a comprehensive summary of the planning process; vision, values and principles; project types; boundary recommendations; and funding options/strategies.
Revised McLoughlin Area Plan Framework
The MIG Team will revise the draft McLoughlin Area Plan Framework based upon comments and feedback provided by the MAP Committee and County staff.
Final Vision Framework Plan
Following adoption, MIG will finalize the document based on the input received from the public, key stakeholders, elected officials and County staff.
